Zoee Lynn Powers is a member of the firm's Land Use and Real Estate practice groups. Zoee works on complex real estate transactions, including public-private partnerships, land use, zoning, and permitting matters, and appearing in front of planning commissions, city councils, and other public bodies. In 2020, Zoee was recognized as one of The Best Lawyers in America’s “Ones to Watch” – particularly notable as it was the first year she was eligible based on years of practice. Zoee was also selected in 2018 as a Future Leader by Commercial Real Estate Women (CREW) Portland in 2019 as part of the Young Leaders Group of Urban Land Institute (ULI) Oregon, and in 2020 as a KIND 2020 Pro Bono Attorney of the Year.

Prior to joining Radler White, Zoee completed a year of service as a Law Clerk to Chief Justice Thomas A. Balmer of the Oregon Supreme Court, where she assisted the court by drafting and editing opinions and recommending action on petitions for review. She was admitted to the Oregon State Bar in October 2014 and additionally to the Washington State Bar in January 2019. She joined Radler White Parks & Alexander LLP in 2015.

Zoee earned her J.D., magna cum laude (top 10% of the class), from Georgetown University Law Center in May 2014. Her honors included Order of the Coif, Dean's List, and selection as a Global Law Scholar. She served as Editor in Chief of the Georgetown Journal of International Law and completed more than 125 hours of pro bono service, in part through Whitman Walker's Social Security Initial Applications Clinic. In the spring of 2014, she was selected to participate in Georgetown's Social Enterprise and Nonprofit Law Clinic, where she assisted clients with forming and maintaining businesses and nonprofit organizations.

In June 2009, Zoee received her Bachelor of Arts, magna cum laude, in International Relations and Spanish from the University of Denver. She was selected for Phi Beta Kappa and served as President of the University of Denver Volunteers. In 2009, she worked with the City of Denver to create a bike sharing pilot program that has grown into a system featuring 84 stations with more than 700 bikes averaging more than 1,000 rides per day. Zoee continues to enjoy cycling and remains a committed bike commuter.

community service

Community service plays an important role in Zoee’s life. She created RWPA’s policy regarding pro bono work and, as a volunteer for Kids in Need of Defense (“KIND”), she uses her Spanish and legal background to represent asylum clients in complex immigration court and administrative proceedings. Since 2019, Zoee has contributed over 600 hours of pro bono time and was honored as a KIND’s 2020 Pro Bono Attorney of the Year for exceptional contributions to children in need of legal representation. In addition, Zoee volunteers as a new lawyer mentor with the Oregon State Bar.

Outside the legal field, Zoee is a board member of Habitat for Humanity - Portland Region. In addition, she spends her weekends volunteering as a hill patroller for Mt. Hood Ski Patrol where she provides emergency medical care and transportation for injured guests at Mt. Hood ski areas. As a certified instructor, she teaches outdoor emergency medicine classes for new ski patrollers.

With what little free time she has, Zoee enjoys skiing, backpacking, peak bagging, biking around the city, and watching baking competition shows.
